You can hand draw a design to save you money and time in getting to know a program. Council websites usually have example landscape plans on the planning section of their website you can go off. Make sure it includes all buildings showing windows, doors, existing trees, put in new plants and trees as well as a planting list with planting sizes. Do on at least A3 (or bigger if better) and also have some diagrams of proper planting techniques of plants or any other landscaping items included. Usually the website will have a cheklist. Plants native to the area will be looked upon favorably by the council.
